Minutes must be kept of all proceedings of a council meeting. They should be short and concise. They have to be approved and signed by the Chairman usually at the following public meeting. Minutes are only legal evidence after they have been signed. The agenda and the minutes must tally up. Each resolution must be either Approved, Rejected or Actioned. Claverdon PC does not produce narrative minutes, rather its purpose is to record the situation and how the PC will address it and then as a Matter Arising item on the next agenda, it holds the PC to account until the item is closed. Complex matters remain on the agenda until such time as they are fully resolved.
